In an article by the Herald Leader, a newspaper based out of Lexington Kentucky, several of the stats lawmakers are sponsoring bills to improve conditions in the state's nursing homes. Kentucky nursing homes have been ranked among the worst in the nation. It has been the case that in the past, this type of legislation has perished in Frankfort, because the nursing home industry is a large contributor to campaign donation, leading to political leniency of the legislators.
The article states further that the federal law only requires that the nursing home facilities have “sufficient” staff to meet the needs of elderly residents. Kentucky state's nursing homes are regularly cited and sued for cases of negligence, such as unattended residents who were left to fall, soil themselves in bed, and pressure ulcers from lack of movement.
